Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Election Guidance, States Netherlands Regulator

AI assistants have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has reported, raising alarms about a potential threat to democracy just eight days before the country’s general election.

Testing Reveals Consistent Bias in AI Suggestions

The four chatbots evaluated by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a report published ahead of the late October vote.

In more than half of the cases, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the stances of these parties, the report indicated.

Official Warns Against Relying on AI Assistants for Voting Guidance

The deputy head of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their political views, she emphasized.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”

Voting Background and Party Dynamics

Netherlands citizens vote on 29 October in an election that will be keenly observed around Europe for the performance of the Freedom party.

The right-leaning group of Geert Wilders is ahead in surveys but the lead over the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.

All major parties have rejected a coalition with the PVV, implying the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The AP stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
